Dubai Residence After Divorce or Widowhood: Humanitarian Permit Guide

1. Identify which humanitarian residence case applies

For resident-family cases, GDRFA Dubai says a widow or divorcee and her children may apply within six months of the death or divorce when she is inside the UAE, the husband was the sponsor at that time, and she is the legal custodian if she wants to sponsor the children. She becomes the guarantor for the file. The same service also describes a six-month route for a foreign widow or divorcee of an Emirati without children. Do not assume that every divorce, bereavement or cancelled family visa fits this service. The competent committee reviews each application individually, and a custody dispute or different sponsorship history can change the route. Ask GDRFA or Amer to classify the case before paying or cancelling another status option.

2. Build a case-specific document file

Start with valid passport copies, the divorce judgment or death certificate, the previous residence records, proof that the husband sponsored the family at the relevant date, suitable Dubai housing and evidence of financial capacity. For children, prepare proof of legal custody and the relationship records. GDRFA specifically lists the sponsored child's passport, a medical examination for anyone aged 18 or over and the previous residence under the deceased father for the relevant widowhood case. Documents issued abroad may need legalisation and Arabic translation. Insurance, Emirates ID steps and additional committee evidence can depend on the case. Treat this list as preparation, not a promise that the file is complete; use the checklist displayed for the actual service and ask for written clarification when a document name is ambiguous.

3. Read the published fees and 14-day estimate carefully

The GDRFA issuance page currently lists AED 200 for the residence permit, AED 10 Knowledge Dirham, AED 10 Innovation Dirham, AED 500 for an inside-country application and AED 20 delivery. It also says that, upon approval, a financial guarantee of AED 5,000 may be required for each request, capped at AED 15,000. A guarantee is not the same as a service fee, and the payable amount depends on the actual file. GDRFA shows an expected completion time of 14 days. Read that as a service estimate after requirements are complete, not a promise of approval or a guaranteed decision date. Translation, attestation, insurance, medical, Emirates ID, typing-centre or other costs may sit outside the listed service components.

4. Apply through the responsible Dubai channel

GDRFA lists its digital smart-services channel, Amer Service Centres and the Humanitarian Cases Section at Festival Centre. The digital route begins with UAE PASS or a username, then selecting the service, completing the application and paying any applicable amount. At Amer, take the full file and ask the representative to confirm the category before submission. Keep the application number, payment receipt and every request for additional evidence. A receipt proves submission or payment, not that residence has been granted. Avoid travel or employment assumptions until the new permit and Emirates ID status are visible in the official systems.

5. Plan renewal and the period after expiry or cancellation

The issuance service says the permit is valid for one year and a renewal request is referred to the competent committee. GDRFA's renewal service says renewal follows the conditions under which humanitarian residence was granted, lists a five-day estimate and publishes AED 200 plus AED 10 Knowledge, AED 10 Innovation and AED 20 delivery. It also states a 60-day grace period after expiry or cancellation. Neither the renewal estimate nor the grace period guarantees renewal or authorises work. Start review early, preserve evidence that the humanitarian grounds and financial/housing arrangements continue, and verify the recorded expiry date and next lawful step with GDRFA or Amer.
