UAE Blue Residence Visa: Categories, Documents and Fees

Who the UAE Blue Residence is designed for

ICP groups potential applicants into five categories: environmental and sustainability influencers; scientists and researchers; investors and entrepreneurs; inventors and innovators; and elite specialists in environmental organisations. A job title, a sustainability course or interest in climate work does not by itself establish eligibility. The useful first step is to identify one category and map every claim in the application to evidence required for that category. The UAE Government says eligible sustainability advocates and experts may apply to ICP directly or be nominated by a competent UAE authority.

Evidence differs sharply by category

Environmental and sustainability influencers may need membership and participation records, official letters, recommendations, recognition, accredited awards and evidence of financial support of at least AED 1 million and how it was used. Scientists and researchers need nomination by the UAE Council of Scientists, a master's degree or PhD in an environmental or energy-related field, qualifications from internationally ranked universities, recognised research indicators such as FWCI or h-index, and Scopus or comparable achievement evidence. Investors and entrepreneurs need a high-value environmental project, capital of at least AED 2 million that is fully owned, SME registration, annual revenue of at least AED 1 million and approval from the relevant authorities. Inventors and innovators need an environmental patent, evidence of its added value and an authority recommendation. Elite specialists need authority nomination, a leadership or specialist role, at least a bachelor's degree and an employer nomination letter. The evidence is category-specific; confirm with ICP or the relevant nominating authority which listed items apply to the selected route.

Basic documents and ongoing conditions

ICP's current Blue Residence guide lists four basic items for every applicant: a passport valid for more than six months, a recent personal photograph, valid health insurance and proof of medical fitness. Category evidence can then include recommendation letters, scientific publications, business plans, financial statements and experience certificates. The residence-permit service card also lists a passport, personal photo and proof of Blue Residence eligibility for the selected category. After issuance, ICP says the holder must retain the ability to provide financial support, keep valid health insurance and continue meeting the qualifying conditions. Prepare current, traceable documents rather than a broad portfolio with no clear link to the chosen category.

What the 10-year residence can provide

The official guide describes a renewable 10-year residence without an in-country sponsor. It also lists renewable 10-year residence permits for a spouse, children regardless of age and parents; the ability to sponsor domestic workers; and a six-month multiple-entry visa that may be renewed for a similar period to complete the residence procedures. Dependent family members may remain for the residence-validity period if the sponsor dies, and an eligible Golden Residence holder may convert to Blue Residence. These listed benefits do not themselves confirm approval or an all-inclusive fee; check the relevant ICP service before applying for a family member, domestic worker or entry permit.

How the application moves through ICP

ICP publishes two routes: self-application through the Blue Residence online service, or nomination through a relevant authority. The published flow is to submit the form, attach the required documents, pay the displayed fees and wait for review and a decision. The general residence-permit service then links issuance of the residence permit to the Emirates ID application. Before paying, confirm that the service dashboard shows the correct Blue Residence category and that the supporting evidence matches it. A submitted application, nomination or fee payment does not guarantee approval.

Published fees and timing: what the figures mean

For a new 10-year Blue Residence, ICP's residence-permit service card lists an AED 100 application fee, an issuance fee of AED 100 per year for the 10-year duration, and an AED 100 smart-services fee. The same service card publishes a two-day completion duration. Treat these as the authority's current line items and service estimate, not a guaranteed final total or delivery time. The three published Blue Residence line items do not establish an all-inclusive total.
