Dubai Business Visa Options: Founder and Investor Guide
'Dubai business visa' is not one universal permit. A founder may need a short visit to explore opportunities, a company licence followed by an investor or partner residence process, a five-year Green Residence, or—only when higher category tests are met—a Golden Residency. The correct route starts with what the applicant will do in the UAE, how the company is licensed, and what evidence is available.

Map the purpose before choosing a visa label

Document lists also vary between the official channels, so verify duration, entry count, financial guarantee, qualification evidence, and insurance at application time. This is a visit route, not permission to work. UAE guidance states that working while holding visit or tourist status is prohibited, whether paid or unpaid. Meetings and market research must not be presented as authority to operate, deliver services, or employ people.
Complete licensing before treating residence as available
For a mainland company, the standard setup journey includes selecting the activity and legal form, reserving the trade name, obtaining initial approval, preparing the memorandum of association where required, securing premises, obtaining sector approvals, and paying for the final licence. Initial approval means the government has no objection to continuing the setup; it is not permission to start operating. After licensing, the company may still need an establishment card or immigration file and the applicant must meet the chosen residence route's conditions. A trade licence, package receipt, or shareholder certificate is therefore not a guarantee that an individual residence permit will be issued.
Choose mainland or free zone for the business model
Dubai DET manages mainland registration and licensing, while each free zone administers its own company types, activities, premises, and immigration process. Compare where customers are located, whether mainland trading needs an additional arrangement, which activity is licensed, office or warehouse requirements, sector regulation, and the number of residence visas the package can support. Do not choose solely from a headline setup price or a blanket tax claim. Free-zone visa allocation can depend on the selected package and premises, and regulated activities may require approvals outside the licensing authority. Obtain the operating scope and visa capacity in writing before payment.
Check Green Residence eligibility as an investor or partner
ICP describes Green Residence as a renewable five-year, self-sponsored category. For investors and business partners, its current overview asks for proof of investment or participation in a UAE venture and the required licences and approvals. GDRFA Dubai's Green entry-service card additionally lists a paid investor or partner share of at least AED 1 million and specified company legal forms. Because the federal overview does not state one universal numerical threshold while the Dubai entry service does, confirm which requirement applies to the company, legal form, and issuing channel. Typical evidence includes the passport, photograph, trade licence, and partnership, memorandum, or investment agreement.
Keep Golden investor and entrepreneur routes separate
A normal company licence does not by itself qualify its owner for Golden Residency. GDRFA Dubai's current investor service describes a company-investor or partner route based on a share in company assets of at least AED 2 million, alongside audit, licence, bank, and tax evidence; it also lists a separate route based on an annual tax contribution of at least AED 250,000. ICP separately describes a five-year entrepreneur category for an innovative, technology-based, or future-oriented project, with an auditor's letter showing a project value of at least AED 500,000 and confirmation from an accredited incubator or relevant authority. These are distinct tests, not alternative marketing names for an ordinary founder visa.
Build the company and immigration evidence pack in order
Record the actual purpose, business activity, jurisdiction, legal form, shareholders, applicant's paid share, target customers, premises, and required visa allocation. Then assemble the passport and photo, current UAE status, initial and sector approvals, trade licence, memorandum or partnership agreement, establishment card, and any bank, audit, tax, investment, insurance, medical, or Emirates ID evidence required by the selected route. Before paying a setup package, request a written breakdown of what is included: licence and premises, establishment card, immigration submission, status adjustment, medical and Emirates ID, refundable guarantees, visa quota, family files, renewals, and cancellation. Government processing estimates begin only after a complete eligible file and are not a guarantee of the total company-setup timeline.
